Position Description: Serves as a Traffic Management Acquisition Manager responsible for conducting contractual, financial, and technical aspects of a contracted services program through designated phases of the acquisition and life-cycle sustainment management plans, develops, implements, executes, and controls contractual, financial, and technical aspects of contracted purchases and services through all phases of an acquisition life cycle. To serve as a technical authority in traffic management policies and procedures. Position Tasks:

Position Description: To serve as the senior civilian contracting official and staff advisor, providing continuity in management and advisory services to senior HQ ACC leaders and staff. Location Description: JWAC is located on a US Navy installation in King George County, Virginia. We work within sight of the Potomac River near the Chesapeake Bay. This puts us reasonably close to Washington DC, and the position receives DC locality pay.

Division Description: AMIC/PKJ reports to the ACC Acquisition Management and Integration Center (AMIC).  PKJ awards and manages contracts for the Joint Warfare Analysis Center (JWAC), a fast-paced, specialized DoD Science and Technology Reinvention Laboratory supporting multiple Combatant Commands and agencies executing missions around the globe.  This is an excellent chance to broaden in a joint environment and gain SAP experience.

Position Description: This non-supervisory NH-04 Unlimited Warrant Contracting Officer position supports the JWAC mission to include acquisition of research, development, scientific, technical, and operational requirements. The position requires a Top-Secret clearance and will require the selectee to be found eligible to have access to Special Access Programs (SAP) and Sensitive Compartmented Information (SCI). A Clearance investigation will be initiated upon the selectee accepting a firm job offer.

 Position Tasks:

* Serves as a contracting officer with an unlimited warrant for complex services and research & development requirements for AF-wide, DoD-wide, or multiple agency requirement(s) that provide critical services to the warfighter.

* Analyzes difficult, multi-faceted contracting issues; determines and implements course of action which in many cases departs from previous approaches.

* Ensures continuously evolving Acquisition Reform initiatives are reflected in requirements packages, requests for proposals, and evaluation methodology and documentation.

* Plans, develops, and establishes the contractual strategy for the overall acquisition program.

* Leads teams through competitive acquisitions.

* Performs post-award functions for complex, high monetary value, long-term acquisitions for services and major weapons systems, subsystems, equipment, field support, sustainment, and/or RDT&E involving a variety of contract types. 

* Seeks to remove impediments to commercial practices and competition, overcoming barriers to full and open competition whenever possible.

* Represents the organization with a variety of installation and functional area organizations, with communications at various levels of seniority. 

* Researches, determines, and recommends appropriate actions, provides interpretation of issues that have broad implications, including impact to external organizations, and prepares detailed responses. 

* Conducts training to improve acquisition practices, implement new regulatory requirements, explain policy changes, promulgate lessons learned and clarify procedures.

 Position KSA's:

1.  Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services commodities, and/or construction.

2.  Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements to recognize potential programmatic/contractual impacts, and Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.

3.  Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.

4.  Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.

5.  Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.

6. Ability to plan, organize, and facilitate the functions and staff of an acquisition team, to include the entire multi-functional team.
