Division Description: Executes the AMIC Director’s strategic initiatives, strategic planning, data analytics, continuous process improvement, AMIC mission and ACC senior leader immersion briefs, multi-media design and production, process/workflow automation, and provides ACC SMT policy, system administration, training and analytical tool development. DRS also serves as the ACC Services Acquisition Portfolio Manager, providing oversight and advocacy for ACC/CD by developing MAJCOM acquisition governance and policy, monitoring the >$28B Services Acquisition Portfolio and coordinating the efforts of HQ ACC Directorate and NAF/Center portfolio managers.

Description of Position: The Portfolio Manager is responsible for working with a team of multi-functional acquisition personnel executing tasks related to all stages of the acquisition life-cycle and the portfolio management of a diverse array of programs (Service Acquisition Categories (S-CAT) I - IV; Department of Defense (DoD) and Air Force (AF)-level programs; AMIC program managed and non-program managed).

Position Responsibilities:

• Execute and oversee Air Combat Command's (ACC) Services Governance processes.

• Build ACC Services Management Agreement (SMA) and governance establishing standardized processes and policies for various projects/programs.

• Develop and maintain best practice templates and tools and communicate their applicability and implementation practices to personnel.

• Continuously align the acquisition portfolio with organizational strategy.

• Utilize data systems to analyze spending, forecast new and recurring requirements, and support early-stage acquisition planning and budget development.

• Develop and conduct training on portfolio/acquisition/program/project management processes and systems.

• Prepare and present detailed briefs and papers.

• Serve as ACC’s Primary Point of Contact and SME for the Strategic Management Tool (SMT). Resolve SMT tickets and conduct scheduled and just-in-time training for administrators and users across the command.

• Lead the set-up and execution of ACC's Annual Execution Review of its services acquisition portfolio.

• Engage with Directorate, NAF, and Center portfolio managers to provide guidance and advice on command policies and focused training

Desired Skills/Expertise:

• Knowledge and expertise of a full range of Federal acquisition laws, executive orders, regulations, principles, policies, procedures, methods, and techniques applicable to pre- and post-award actions for a variety of complex and/or diversified services acquisition portfolios.

• Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD (primary emphasis on AF), and other entities that govern, interface with, and/or influence the acquisition process and integrated life-cycle management.

ACC AMIC PK provides full spectrum contract pre-, post-award execution and support. Provides training and assistance to mission partners through the process in order to identify the best value acquisition solution. Contractor’s compliance with contractual terms and conditions are actively monitored. Provides business advice to all stakeholders regarding issues/challenges during performance. Executes contract modifications for changes in mission needs, as necessary. We operate at six locations aligned to support our mission partners.

ACC AMIC/PKC manages a $3.2 billion contract portfolio supporting aircraft maintenance and mission support at multiple Major Commands (MAJCOMs) and locations worldwide.
